Parallel machines are now affordable and available to many users in the form of small symmetric shared-memory multiprocessors (SMPs). Unfortunately, programming practices have not kept pace with this hardware advance. The vast majority of developers still write applications in sequential programming languages that do not exploit multiple processors. The traditional approaches for adding parallelism to applications are prone to introducing new, strange, and difficult-to-eliminate bugs.

In this important new text, the authors offer a completely different vision of the future, where parallel programming is the default and sequential programming is a special case. The foundation of this vision is an implicitly parallel programming language, pH, which is the result of two decades of research by the authors. A dialect and extension of the standard nonstrict and purely functional language Haskell, pH is essentially Haskell with implicitly parallel semantics. pH's extensions to Haskell comprise a disciplined approach to shared parallel state, so that a pH program-even a beginner's program-is implicitly parallel.

The authors have developed this text over ten years while teaching implicit parallel programming to graduate students at MIT and specialized short courses to undergraduates and software professionals in the U.S., Japan, and India.

Of grand-strategic importance from the days of Ancient Rome to the Great-Power rivalries of the eighteenth and nineteenth centuries, the Middle Sea was no less crucial to the Allied forces and their foes. Here, in the successful offensives in North Africa in 1942 and 1943, the US and the British learned to conduct a coalition air and combined-arms war. Here, in Sicily and Italy in 1943 and 1944, the Allies mastered the logistics of providing air support for huge naval landings and opened a vital second aerial front against the Third Reich, bombing critical oil and transportation targets with great effectiveness. The first full examination of the Mediterranean theater in these critical roles—as a strategic and tactical testing ground for the Allies and as a vital theater of operations in its own right—The Mediterranean Air War fills in a long-missing but vital dimension of the history of World War II.

Although the restrictive doctrine of immunity is now widely observed by which foreign States may be sued in national courts for their commercial transactions, the immunity rule remains controversial, not only by reason of the recognition of a single State's right to deny a remedy for a wrong - China, a major trading State, continues to adhere to the absolute bar - but also by the exclusion of any reparation or relief for the commission on the orders of a State of grave human rights violations.
The complexity and moral challenge of the issues is illustrated by high profile cases such as Pinochet, Amerada Hess, Saudi Arabia v Nelson and more recently NML v Argentina in national courts; Al-Adsani v UK and Jones v UK in the European Court of Human Rights; and Judgments of the International
Court of Justice in Arrest Warrant, Djibouti v France and most recently in the Jurisdictional Immunities of the State, which, particularly since the 2014 contrary ruling of the Italian Constitutional Court, has attracted strong juristic criticism. The expanding extraterritorial jurisdiction of national courts with regard to torture in disregard of pleas of act of State and nonjusticiability as in Belhaj and Rahmatullah offers a further challenge to
the exclusionary nature and continued observance of State immunity.

Recent developments in key areas are examined, including: impleading; public policy and non-justiciability; universal civil jurisdiction for reparation for international crimes; the application of the employment exception to embassies and diplomats; immunity from enforcement and procedural measures; immunity of State officials, and tensions between national constitutional requirements and superior international norms.
